State Plant Protection Service is official plant protection organization. It operates under the authority of Ministry of Agriculture. The Service forms the state plant health policy in order to protect the territory of the Republic of Lithuania from the introduction and spread of harmful organisms, diseases and to implement the measures prescribed to control plant diseases and pests. The Service authorizes the placing on the market of plant protection products, plant protection products handling control. State Plant Protection Service is responsible for drafting of legislation related to the plant protection and quarantine, with references to EU legislation, as well as other international agreements in field of plant health. |

State Plant Protection Service consist of 6 technical divisions in the headquarter, 10 regional plant protection and quarantine posts, that carry out national surveys of crops for relevant harmful organisms, also they are involved in forecasting and warning system and 8 border posts, that carry out border control of the plants and plant products being imported into Lithuania and EU.

International relations and legal division
|
harmonizes the national legislation with the EU legislation in plant health sector; makes analysis of EU legislation; prepares the drafts of the national phytosanitary legal acts; provides the technical assistance for SPPS staff.

PLANT QUARANTINE DIVISION |
coordinates the activity of border and regional plant protection and quarantine posts; implements national surveillance; controls plants and plant products at import and export; applies phytosanitary measures; analyses the statistics, summarizes and submits the data; implements international obligations in phytosanitary field and cultivates international relations; participates in preparation of the drafts of legal acts on plant health; cooperates with science institutions in the framework of preparation of plant health instructions, recommendations, regulations and development of the systems of prevention of the spread of harmful organisms; performs the control of the mandatory quality requirements for fruits and vegetables; issues permits on confirmation of custom storage facilities for keeping plant production; organizes the survey for Erwinia amylovora in relation to protected zone status; manages the phytosanitary register; management of plant passport system; organizes training for both inspectors and growers.

coordinates authorization of plant protection products; evaluates physical - chemical properties of plant protection products, validation of analytical methods, makes a risk assessment of plant protection products to human health and to non - target species, evaluates the fate and behavior of plant protection products in the environment; coordinates the work of Good experimental practice; controls the handling of plant protection products; compiles, processes, analyzes and releases statistical data on use of plant protection products; coordinates technical certification and examination of plant protection products application machinery; makes forecasts and warning on spread of plant pests and diseases. |

PHYTOSANITARY RESEARCH LABORATORY

detects and identifies harmful organisms of plants, plant products and other objects, related to plants in field of: bacteriology, virology, mycology, nematology, entomology, herbology; prepares and revises the lists of quarantine organisms; makes proposals on establishment of the measures for elimination of outbreaks of harmful organisms. |
